
Energy Conservation Act 2001
In accordance with the energy conservation act 2001, government of India through the Bureau of energy efficiency (BEE) nominated the Chief Electrical Inspectorate as the State Designated Agency (SDA) for implementation of energy conservation Act 2001 in the year 2005 and started the activities on this matter from then onwards.
The state designated agency took various initiatives with all the officers of the power department for widespread awareness amongst the public and they were advised to launch energy saving programmes in each district level.
As per the energy conservation act 2001, the government of Nagaland vide order No.Power/w-59/2002/dt 10-08-06 has issued the following directive on energy conservation.
a) Mandatory use of solar water heating systems in industries/hospitals/hotels/housing complexes and all government buildings, residential schools etc.
b) Mandatory use of CFL in government aided buildings/institutions/boards/corporations etc
c) Promotion of energy efficient building design
The SDA has also taken initiatives through the education department, government of Nagaland to reach out to the students of the state for creating awareness on energy conservation. For this, painting competition is being held annually where the best paintings are selected and awards are given out. The programme is being actively carried out through NEEPCO, Doyang.
As a follow out action, the electrical inspectorate as the state designated agency took up the following initiatives during 2007-08 as awareness campaign for energy conservation.
The SDA distributed various posters, stickers, booklets for widespread awareness to the public through divisional engineers of the power department and various institutions for energy saving and the importance of electrical energy and save money.
A seminar was conducted through the initiative of the NSDA during 23rd may 2008. Various dignitaries including power, minister took part in the seminar. One officer form BEE was also invited and encouraged our activities. Many schools and colleges including teachers participated in the seminar where the SDA distributed posters, stickers and booklets such as usage of CFL in lieu of incandescent lamp, switching off power when not required, usage of star marked electrical appliances and switches incorporating measures for saving energy.
Demo project is currently been taken up by the State Designated Agency (2008-09)
a) investment Grade Audit Of Government buildings- Nagaland Stated Designated Agency has proposed 11 (eleven) government/semi government buildings to undertake investment grade audit during the current financial year. The list of name of buildings and its connected load are given as below:
1. Civil Secreteriat Kohima -1000 KVA
2. AG Office Kohima – 100 KVA
3. NLA Secretariate Building -50 KVA
4. DGP office building -250 KVA
5. Raj Bhavan Kohima -250 KVA
6. AIR Kohima -500 KVA
7. AIR Zubza-500 KVA
8. Naga Hospital Kohima -500 KVA
9. Christian Institute of Health Science and Research Dimapur-2750 KVA
10. Industrial Estate, Dimapur – 1750 KVA
11. Super market Dimapur - 5000 KVA
Already financial bid are invited from the empanelled ESCO (Energy Services Company)
b) Energy Efficient Street lighting of flyover at Dimapur is being taken up for construction. DPR is under submission to Bureau of Energy Efficiency
The Chief Electrical Inspectorate
As a statutory requirement of the Indian Electricity Act (IEA-1910 section 36) and as amended as IEA 2003 and the Indian electricity rule the chief electrical inspectorate was created out of the existing organizational set up of the power department vide government order NO.EL/ESI/91/83 dated 31-03-2003. Against the existing vacancy Er.D Basumati was posted as the first chief electrical inspector in the year 2005. it started functioning as a separate functionary from September 9, 2005.
b) Energy Efficient Street lighting of flyover at Dimapur is being taken up for construction. DPR is under submission to Bureau of Energy Efficiency

The electrical inspectorate Nagaland is headed by a chief electrical inspector in the rank of chief engineer. The present incumbent Er.KT Wabang Ao took over as the second chief electrical inspector vide government order No.pwr/EST/DEPT-9/95 (pt-11) dated 13-07-07. at present the organizational set up consists of the following :

The functions and activities of the chief electrical inspectorate are briefly summarized as follows:
1. administration of the provisions of the electricity acts and rules
2. inspection of installations of the licensees HT & medium voltage consumers
3. Inspection and issue of permission for commissioning of new HT installations including overhead ;;;;;;;;;;;;;;; and factories
4. administration of the provision of electrical licensing board and issue and renewal of licenses to electrical supervisor, workmen and electrical contractors
5. prevention/investigation of electrical accidents and examination courses leading to such accidents etc
6. administration of the provisions of the energy conservation act 2001

Since the inception of the Chief Electrical Inspectorate, so many numbers of accident related cases has been recorded and the matters were taken up by the government for redressal.

Inspection and certification of new electrical installation works convening LT distribution, Sub-Transmission (11 KV & 33KV & EHV/HV works) executed by the department of power. Under the ongoing centrally sponsored scheme (APDKP) and state plan works, the inspectorate has inspected and issued certificate of clearance for the following works.
